Maintenance of the Standard

Module 7 of the On-line Course:

Learning the Cadastral Data Content Standard


Module 7 describes current information on how to propose and track changes to the Cadastral Data Content Standard.

Topics in Module 7:

The Cadastral Data Content Standard Maintenance Plan is described in section 1.6 of the Standard. The FGDC Subcommittee on Cadastral Data will manage the maintenance of the Standard. The maintenance process will result in updates to domains of values as needed to meet users needs.

Changes made to any Standard, after the Standard has been accepted and implemented, can lead to very complex database changes and re-designs for each office which has implemented the Standard in a physical data base.

Requests

Requests related to the Cadastral Data Content Standard may be for a variety of actions and may come from a variety of sources. The Subcommittee is actively soliciting requests from active cadastral standard testing and development projects. Requests will be encouraged from published papers, presentations, Internet queries, direct mail, or any other source. Members of the Subcommittee may submit requests also.

Submitting Requests

An agency or office engaged in a physical implementation of the Standard may find a need to add their own information that is not included in the Standard. It is foreseen that each agency would make their own additions for their purposes alone. If they then consider that their additions would be pertinent to the Federal Standard, then they would communicate their additions to the Subcommittee on Cadastral Data.

The Cadastral Maintenance Subgroup will review all requests on a quarterly basis. The reviews may occur more frequently if there are a large number of requests, but at least once per quarter, at the beginning of the quarter, the Cadastral maintenance Subgroup will review requests.

Tracking Requests

On a regular basis, which will be monthly in the first year, the Request Coordinator will compile the requests, organize them into a database, conduct a preliminary analysis on a potential response or a suite of responses, and forward the requests on to the Cadastral Maintenance Subgroup.

The Subcommittee has a contact database for tracking requests. Each request receives a tracking number when it is entered into the database. The dates and actions related to the request are tracked through the request's life cycle. The database will track significant events.

Results will be developed into a frequently asked questions (FAQ) list that will be posted to the cadastral Internet sites.


Version Control of the Standard

Current practice is to indicate Versions of the Standard by their date.

Change Management Process

Changes to the Standard will follow the Federal Geographic Data Committee (FGDC) Standard Working Group (SWG) procedures for standard modification. For changes that involve clarification, additional explanatory material, or grammatical construction, the standard revision would not affect implementation sites and could be made without a full review of the entire standard.

If the changes are substantial or could impact an implementation of the standard, than the revisions would go through the same steps as the original standard review in the FGDC Standard Development Process.
